Zambia’s President Rebukes Ministers for Sleeping During Cabinet Meetings

Zambian President Hakainde Hichilema has issued a stern warning to his cabinet ministers, criticizing some for falling asleep during official meetings—a behavior he linked to overindulgence and a lack of discipline.

Speaking during the swearing-in of newly appointed Local Government Minister Gift Sialubalo, Hichilema expressed concern about ministers dozing off as early as 10 a.m., asking rhetorically: “Where were they if they’re already falling asleep at that time?” He went on to describe the behavior as “a serious crime.”

While the president did not directly elaborate on what he meant by “indulgence,” local media have suggested he was referring to excessive alcohol consumption and late-night socializing.

Hichilema, who swept to power in 2021 with a promise to revive the nation’s economy, particularly its copper industry, emphasized that poor conduct among public officials could compromise sensitive state information and delay essential services to citizens.

He revealed that he had privately raised these concerns multiple times but felt compelled to speak out publicly after seeing no change. Without naming individuals, he mentioned that some ministers were even sharing confidential government matters on social media—sometimes during social gatherings.

Calling for greater self-control among his cabinet, Hichilema cited biblical teachings to underscore the risks of self-destructive habits. “If you’re sleeping in a meeting, you’re clearly not engaged in matters affecting the people of Zambia. So why are you even there?” he questioned.

The president has previously dismissed several senior officials over underperformance and emphasized that high standards must be maintained in public office.

As Hichilema eyes a second term in the upcoming elections, he may face competition from former President Edgar Lungu, who is attempting a political comeback but is currently ineligible to run.
